Article 1. City Elections

The non-partisan election of city officials shall be conducted in all respects as provided by the laws of Kansas governing the holding of city elections.

At all city elections the polls shall be open at 7:00 a.m. and close at 7:00 p.m., unless different hours are set and publicly announced by the county election officer.

(a)   Those governing body positions with terms expiring in April 2017 shall expire on the second Monday in January of 2018, when the city officials elected in the November 2017 general election take office. Those governing body positions with terms expiring in April 2019 shall expire when the city officials elected in the November 2019 general election take office. City officials elected in the November general election shall take office at the first regularly scheduled city council meeting after December 1 and following certification of the election results.

(b)   A general election of city officers shall take place on the Tuesday succeeding the first Monday in November 2017. Succeeding elections will be held every two years for all such governing body positions whose terms have expired. One council member from each ward shall be elected at one election and the other council member from that ward shall be elected at the succeeding election. The council members shall have four (4) year terms. The Mayor shall have a four (4) year term.

(a)   The term of office for newly elected city officials shall commence with and include the first regularly scheduled city council meeting after December 1 and following certification of the election results.

(b)   Every person elected or appointed to city office, before entering upon the duties of such office shall take and subscribe an oath or affirmation as specified in K.S.A. 54-106, and amendments thereto, and every such oath or affirmation shall be filed with the city clerk.

In accordance with K.S.A. 25-205 and K.S.A. 25-21a01 et seq., any person may become a candidate for city office by having had filed, on their behalf, either of the following:

(a)   a declaration of candidacy, accompanied by any fee required by law; or

(b)   a nomination petition. The nomination petition must be signed by 50 qualified electors of the council ward or by a number of such qualified electors of the ward equal to not less than 10% of the ballots cast in the ward at the last general city election, whichever is less.
